Anthony Mejia From: Sent: To: Subject: E To whom it may concern, Millie Swick <milliedimitri@gmail.com> Thursday, April 22, 2021 3:04 PM City Clerk Seven Lakes Drive This is yet another letter regarding the traffic on Seven Lakes Drive. Hopefully it will get to the person in city government who will give it some thought. Firstly, thank you for the speed limit signs. (25 mph) Unfortunately the are completely ignored, and the speed is such that the license plate is a blur. Once I even observed a police car parked on Miramonte, watching. Again I will repeat, as previously stated, the traffic is during shift changes, heavy duty truck deliveries, as well as members, and customers, of the car dealerships "test driving" vehicles. Currently, there are parking spaces 'marked off for parallel parking on both sides of the street. That means additional vehicles coming and going on both sides of Seven Lakes. It seems no more than two "speed humps", thoughtfully placed, would immediately slow down the increasingly worse traffic. Resident TAXPAYERS on my street (Seven Lakes Dr.) are not being considered ... especially the safety factor. In my 88 years, as a Southern California native, never have I witnessed the powers that be (city council, etc.) show such a lack of concern, and disregard for their constituents. We all love Palm Springs ... that's why we chose to make it our home, and take pride in being part of the community. Rather than a cohesive community, politics seem to 'rule'. Thank you for your time. I was a little girl when I first met Mr Frank Bogart and his wife & family. Many of his children and grandchildren still reside in Palm Springs. The Statue now sitting in front of City Hall is a beautiful way of honoring Mr Bogart not only for his time as Mayor of our City but also for all that he did for the City and others throughout his life. His Statue should always remain in front of the City Hall and not be removed. I can't understand why we are even having this discussion of the removal from those who never knew the man. His Statue not only honors him but his Family and removing the Statue would be disrespectful to his memory. Please & I repeat, please leave his Statue alone. Jesse Community Center and Demuth Community Center for indoor Pickleball. The outdoor courts at Demuth are very popular, but the weather is heating up and it is becoming increasingly uncomfortable to play at any time other than before 9 a.m. Palm Desert Recreation Center is now open for indoor Pickleball clinics (as of April 19th). I would also like to inquire as to the status of the proposed additional Pickle ball courts that were to be built at Sunrise park -to alleviate some of the overcrowding at Demuth park and keep the courts at Ruth Hardy exclusively for tennis players. The controversy has been interesting. Mr. Bogart was honored many times when he was alive. He was a celebrity and he was feted by celebrities. On the other hand, a real pioneer, Mrs. Crawford, has no public acknowledgment of her tremendous contribution to Palm Springs. I feel that a statue if Mrs. Crawford would be far more meaningful to Palm Springs history then a Frank Bogart statue. Thank you for your consideration. The layers of the changes preserved are what make a city unique and always interesting and educational. Historic preservation is important and it doesn't apply just to architecture. Palm Springs was very much an equestrian town as much as a celebrity playground and architectural creative canvas and of course depending on how far back we go, the natural home of the Agua Calientes. Section 14 is part of that history. All these layers have meaning and make Palm Springs what it is today. But the wrongs of the past will not remedied by removing a statue. Frank Bogert did immeasurable good for Palm Springs. There will always be room for improvement but attempting to throw away a symbol of a legacy of a man who was pivotal in creating this world class vacation spot is short sighted. Again, the layers of the past should be preserved and matter to everyone, all of it, statues included . An educational plaque or kiosk, as so many cities have would benefit everyone and visitors enjoy learning about the history of their destination. That is part of the rich experience of a truly interesting town. And second .. please, please City Council members, listen. I moved from the lovely city of Dunedin Florida to Palm Springs in August of 2020. I live on Smoke Tree Lane in an un- gated community next to one of the richest communities in the area, Smoke Tree Ranch. I live between the two shopping centers where some of our wealthiest shop and many of our poorest, drug addicted people sleep and steal. Because of covid, I have not experienced much of the beauty of Palm Springs .. at least I have heard it is beautiful here .. staying close to my place more often than not. It is an ugly place, this Palm Springs .. I cannot walk my dog without tripping over filthy people, feces and trash .. all around me. Every single day .. l frequently find ragged people in my dumpster when I take out my trash. I frequently hear people screaming across the street at the Bank of America where people live when the banking hours are over. The guy in the apartment in back of me welcomes crazy drug addicts into his place. I see them hanging outside of his place and have watched them go in and come out. I have spoken to the police about this .. yes, they know drugs are being sold there, but ... but what? Property right outside my front door has been stolen . Our laundry room has been broken into 5 times since I moved in this past October. Police frequent us here answering calls about people found sleeping in the laundry room, wandering the property. They just tell the person to move on .. nothing is done .. the perpetrators return often .. The lot next to us, between here and Smoke Tree Ranch is beginning to fill up with homeless campers. I used to walk my dog there. Now I dare not enter. I have called the non-emergency line of the PSPD numerous times. Nothing ever changes. I have watched people come into my complex, use the water on the side of the building, bath in the front fountain. I hate living here. I am, of course, taking action and moving .. but .. how sad is that .. moving because I feel threatened every day, sickened by the filth I see that are drug infested human beings. It gets worse every day. And I have only been here 6 months .. The documentary about Seattle's homeless -drug addicts -could be about where I live .. right here in Palm Springs. An Intervention program must be implemented. I agree with the documentary filmmakers, we need to change the words we use to describe these people who sleep on our streets, rob us and terrorize us. Drug addicts. Drug addicts. They don't have a home because they are drug addicts .. mandatory rehab .. no free food, no free rooms, no free showers .. arrest them for whatever crimes are being committed .. get them into jail and get them on a program to help them and help our residents. Meet with the Rhode Island leaders who just may have a solution for us .. Take action. Help the residents, the tourists, the addicts .. HELP .... The City Council report on WITD including alternative sites can be found here : https://destinyhosted. com/palmsdocs/2021/CC/20210422 1303/2997 2A OCR.pdf 1 Several of us have spoken and agreed that this creates an early opportunity for our individual voices to be shared with the City Council. As a group, we are still developing our mission and platform, but this is a chance for us to act as concerned community members. David Murphy and Mary Miller have already sent emails to Council members and I encourage you all to do the same . The summary point is this -- There are many necessary actions required to address homelessness and improve Palm Springs, including providing safe shelter, access to addiction treatment and mental health services, but not under the current service model, location and management of the WITD. A cohesive set of short-term services and long -term solutions need to be defined and taken sooner rather than later, before Palm Springs follows the well-worn path of Seattle, San Francisco, Los Angeles, and others. But rushing to extend and relocate WITD is not the answer . The services that are provided by WITD are valuable, but the current management and drug culture (including onsite using and dealing) are only exacerbating the problems. In addition, the consideration of alternative locations does not alleviate the "secondary impacts" to commercial and residential entities, rather it simply kicks them down the road . Separately, some of you may have seen the Desert Sun story about a company requesting $3 Million from the city to build small housing units at one of the sites identified in the council staff report. This is not a part of the Thursday City Council agenda, but illustrates the many threads of this issue currently up for consideration. https ://www . desertsu n. com/story/news/local/pal m-spri nqs/2021 /04/19/palm-spri nqs-area-organ izations-pitch-temporary- homeless-shelter-community/7258377002/ Similar to the above, while this is an important consideration, it should not be done in conjunction with the current management of WITD or the proposed locations. I have pasted Mary's email to City Council below if you would like to reference . All emails should be sent in advance of the April 22 session to cityclerk@palm springsca. gov You could also cc the new City Manager Justin .Clifton@palmspringsca.gov and Mayor Pro Tern Lisa.Middleton@palmspringsca.gov Thank you in advance for your concern and input. And as always, please contact me directly if you would like to be removed from this distribution. Thank you! ----------------- Hello Justin and Lisa, I would like for this communication to be shared as part of the public comments in the City Council meeting on Thursday, April 22. I am writing to express my concerns about Well in the Desert's operations and the proposal to relocate WITD to The Boxing Club. I've familiarized myself with the history of WITD's locations in Palm Springs and it's apparent that wherever they have been located in the past, the surrounding residential and commercial neighborhoods have experienced problems with public drug use, petty theft, camping, and harassment of residents and business customers. I am surprised and disappointed that the City would even consider relocating this operation to a building across the street from the airport. What impact do you think this will have on the first impression of tourists arriving by air? And what about the surrounding residences and businesses that will be similarly impacted as the ones near WITD in the past? 2 I completely support moving the current operations of WITD. Clearly the damage to our downtown and the surrounding residential neighborhoods has been significant. However, The Boxing Club is not a good alternative location given the proximity to our airport, as well as the nearby residences and businesses. Please recognize that the problem we are dealing with is not primarily driven by people who have lost jobs, are looking for work, and are temporarily down on their luck. If you would take some time to observe the unhoused gathered in the public spaces of Palm Springs, it is easy to recognize that most are addicts. While this is a sad situation, these addicts are not going to be helped by simply providing a roof over their heads, free food and showers. In fact, this approach simply enables them to continue their current lifestyle. They need addiction treatment and this needs to be mandatory, as these folks are not capable of making appropriate decisions for themselves. In the meantime, they are littering, creating a public health hazard with discarded needles and human waste left in public spaces, committing petty theft to support their drug habits, harassing those who pass by, and ruining public spaces for everyone else who lives in the area, as well as for tourists that Palm Springs depends on for revenue. The two videos "Seattle is Dying" and "Fighting for the Soul of Seattle" provide excellent perspective on what is really happening on the streets of not only Seattle but other "compassionate" cities, as well as an alternative approach that would actually be much more compassionate and humane. Please take the time to watch these two videos, and to consider carefully whether the current approach of leaving the addicts to die on the street while ruining public spaces for everyone else is truly compassionate and the best way forward for the unhoused, as well as for the City and the vast majority of our residents and visitors. https://www .youtube.com/watch ?v=bpAi70WWBlw https://www.youtube.com/watch ?v=Wijol3Hy Bw Thank you, Mary Miller, Palm Springs resident and property owner "The journey: of a thousand miles begins with a single step." -Laozi Joyfully Yours, Katherine Campbell,MA 727 487-1243 VM 3 S " 'ff o 1,,--f v~ fJ t cf e)<, e.. It seems obvious to anyone who knows the location and knows Palm Springs. That is why we are all surprised by the decision to locate the statue on a street that was to remain clear and open per the Measure J sales tax to fund downtown development. The view up Marilyn's dress as visitors leave the museum is an embarrassment. Have we learned nothing? This is both an insult to her legacy and an insult to any woman walking in and out of the museum. In a better world, this statue would not exist out of respect for Ms. Monroe, but alas, it does. The City Council obviously believes that it's more important for people to post lnstagram photos under Marilyn's skirt than it is to show respect for women. Archaic thinking at best. Now do the right thing PS City Council and PS Resorts and place her in a spot more appropriate and as designated in prior renderings or better yet, let her go. #METOOMARILYN Karen Hedberg 5 St. Mary's Ct Rancho Mirage, CA 92270 206-734-8811 1 Anthony Mejia From: Sent: Amado C.
