HomeMy WebLinkAboutPresentation - Item 4ASB 1383 SHORT-LIVED CLIMATE POLLUTANTS: ORGANIC WASTE REDUCTIONS Palm Springs City Council April 8, 2021 SB 1383 OVERVIEW Regulations finalized on 11/5/20 Designed to address: Food waste and food insecurity Methane emissions from landfills Sweeping and highly prescriptive changes to organic materials management Will impact residents, businesses, and local governments RESIDENTIAL IMPACTS Mandatory color-coded system –trash (gray), recycling (blue), organics (green) Sizes may vary Food and yard waste in green cart Plastic bags are prohibited in green carts Contamination and compliance will be monitored COMMERCIAL BUSINESS IMPACTS Reduced threshold for compliance 1/2 cubic yard to 20 gallons (.1 cuyd ) of organics/week No plastic bags in organics carts Proof of service still required More frequent contamination monitoring and enforcement Very limited space waivers will continue OR LARGE MULTI-FAMILY COMPLEXES Reduced threshold for compliance 1/2 cubic yard to 20 gallons (.1 cuyd ) of organics/week Food waste collection not required Discussing possible options Green waste collection must continue Proof of service still required More frequent contamination monitoring and enforcement Very limited space waivers will continue CITY IMPACTS Assess compliance for city facilities Event spaces but not public spaces New purchasing policies Must purchase or make “donate” about 3,800 tons of reclaimed organic material Tracking and reporting EDIBLE FOOD RECOVERY 2022 –Tier 1 Facilities must comply Wholesale food vendors, food distributors, grocery stores and supermarkets 2024 –Tier 2 Facilities must comply Large hospitals, hotels, large venues, large events, large restaurants, large state agency facilities, and schools with an on-site food facility TOPICS THAT MAY RETURN TO COUNCIL Rate increases Option to move to tax roll billing Enforcement Different size containers Survey FUTURE MILESTONES June Review amended Franchise Agreement and cost implications for SB 1383 implementation with Sustainability Commission Present updated EPP Policy to City Council and provide implementation update July Present amended Franchise Agreement, fiscal impact, and proposed solid waste and recycling fee increases to City Council for review/approval Finalize ordinance changes and policies and review with Sustainability Commission September Present ordinance and policy changes (if needed) to City Council for review/approval
