As the Chair of the Public Arts Commission, I would like to request that the City Council table New Business
Item D. "The Public Arts Commission Request to Amend Chapter 5.81 Relating to Art Murals on Private
Property."
There are a number of issues affecting the Mural Ordinance -as well as the Public Art Ordinance -which
would benefit from more discussion among the Commission and Council members.
Accordingly, we would like to request that the Council designate two members to act as liaisons to the Public
Arts Commission, to review and make recommendations for revisions to both ordinances, to be considered at a
future City Council meeting.

Hello Mayor Holstege and city council members;
My Name is Russell Pritchard and I have served on The Public Arts Commission for the past 3 1/2 years and am on your
consent calendar to be re-appointed for the balance of a second term through June 30, 2023.
I would like to first say what a rewarding experience it has been to serve with Chair Sheffer and my fellow
commissioners, I feel that in these past few years we have truly advanced
the presence and impact of the public arts in Palm Springs.
We have worked tirelessly on our artists' painted city bench program and our mini community arts grants program
which has allowed us to do temporary window art activations and temporary art installations.
I have advanced many of these projects as well as a few murals; the Ryan Campbell Line Segments in The Grit Art Pit,
The George Floyd mural on North Indian Canyon and most recently the Amanda Gorman mural in The Grit Art Pit. All of
these murals have garnered great local press and great social media responses.
With all of this in mind, I urge you to give us the opportunity to continue to advance public art in Palm Springs. We do
not want the mural ordinance to be eliminated, for the rules within the ordinance are needed, but rather to add "as an
amendment" the language that would allow us, as appointed arts commission members, to increase our role in public
arts and social commentary through an advanced mural program.
Thank you for your thoughtful consideration on this amendment.
