My question is what happened to the $10M that was given to the city to purchase a shelter for these people? I can't
blame them for being bussed into Palm Springs but they are causing havoc everywhere! Not all of them, but there are
those that are mentally challenged that is for sure!

Commenting on the "conditional use permit" for Well in the Desert. While Well in the Desert provides valuable services to the
homeless community, our city leaders need to "do the right thing" for our tax paying citizens and business owners. Homelessness, in
itself is not a crime, however, the destruction of property (public and private), the drug use and crime, theft and shoplifting are. Well
in the Deserts current location is on a residential street that abuts our downtown business/tourism district and is plain and simple a
blight on our great city. The business I manage, like many others, spends thousands of dollars a month to clean, repair and cover the
losses as a result of a part of this homeless community. Our police department is often slow to respond to the crimes and threats
because they do not have the resources. I encourage the council not to renew the permit for Well in the Desert at it's current
location . Please, save our city 's reputation as a tourism destination.

As a community partner, Jewish Family Service of San Diego (JFSSD) expresses its support of Well in
the Desert (The Well) and urges renewal of The Well's Conditional Use Permit.
JFSSD has been a community partner of The Well in the provision of services for the homeless and
recently homeless population for years and, since September of 2020, we have directly collaborated
with The Well to help provide outreach supplies (hygiene kits, food bags, sleeping bags, etc.) to the
vulnerable homeless population in the Palm Springs area. The Well is uniquely located in a building
that provides a "one stop shop" for a wide variety of the immediate needs of this population. We look
forward to continuing to serve and uplift the lives of people experiencing homelessness with The Well
and we believe that renewal of The Well's Conditional Use Permit will benefit this work.

This is in regards to the meeting this Thursday in regards to the Homeless situation plaguing Palm Springs.
Dear Council Members:
I have written several times about my concern and disgust of the growing population of homeless in Palm Springs.
Just last night on the neighborhood app, Next Door, I read countless accounts of homeless individuals destroying
property, leaving debris and trash on streets, yards, and gutters. We have a serious problem with this sector of our
population and it is threatening the image and safety of our city. I personally have called the non-emergency police
number NUMEROUS times to report homeless people going through our condo trash bins, wandering through our
development, leaving debris and shopping carts littered in my neighborhood, and now breaking landscape lighting and
creating car vandalism. Having just returned from Indian Wells and Palm Desert, I can't recall having seen ANY presence
of homeless individuals.
I have tremendous amounts of compassion for those less fortunate. I spent 30 years working in public education,
addressing the needs and struggles of many of our valley families. Unfortunately, many of those "on the street" are NOT
seeking assistance. They do NOT desire assistance, nor are they merely homeless. However, they are NOT welcome to
destroy and litter and threaten a city that is already pushing boundaries on its resources and image as safe and
beautiful.
When I walk to the Smoketree shopping area, I must pass the deserted Denny's and Bank of America. This area contains
several bus stop waiting areas. This entire area looks like a blighted section from a large city: trash, graffiti, broken
sidewalks, weeds, sleeping bags, and shopping carts. The homeless have become quite bold in their comments (rantings)
to passerbys. NON of them are wearing masks. They all seem to have a bicycle. At night, they wander down my street
and are frequently heard yelling or cursing.
This is happening all over our city. Not only are they comfortable in areas like Target, Vons, Home Depot, Lowe's, and
Walmart, but in the canyons and underpasses of many of our roadways. To make matters worse, they have invaded our
downtown environment, making visitors and residents uncomfortable. This is the lifeblood of our tourist-driven city.
Word is out that it is not safe to be downtown. In addition, many of the deserted buildings have become sleeping spots
for these individuals, often leaving their urine and personal collections behind. It is disgusting!
I had high hopes when one of our council members ran her reelection campaign on the fact that she had secured
funding to address the homeless situation. Many of us thought we would see a reduction in the numbers of those on the
streets. This has not happened!
I am well aware of all the services that our city offers these people, BUT 1-There are too many homeless people to
benefit from this, 2-The county bused in extra homeless individuals, 3-Tourists, in acts of kindness, offer these people
money, 4-Many of those on the streets do not want taxpayer sympathy or services, 5-Palm Springs, out of empathy, has
created a larger problem. 6-We have far too many vacated and abandoned buildings downtown. We have created a city
that now attracts and enables MORE homeless individuals to "move" here.

What is the answer? I honestly don't know. I think there needs to be a respect for those people in our city who live here,
work here, and have chosen to retire or visit here. We deserve clean neighborhoods, shopping areas, streets, parks, and
bus terminals. We should feel safe and proud of our neighborhoods. There needs to be a serious discussion about
consequences for those who do not choose to honor our city standards. It is shameful that we must use our police
department's efforts chasing down these individuals and cleaning up after them. We cannot expect an old hotel, once
converted, to house ALL of the homeless in our city. I am all for food kitchens, health services, and temporary shelter for
those less fortunate, but the level of homeless/mental instability/drug use/anger/and disrespect of many of these
individuals has exploded. We can blame the pandemic, the higher living costs, the county, whatever ... but the problem is
NOT going away.
Negative behaviors cannot be rewarded with ignorance, denial, and forgiveness. Every citizen is expected to follow the
rules of society. If laws are broken, if one chooses to deface another residence or building, if one threatens another
individual, if one loiters or squats on private property there are consequences! Why are the homeless given this
exception?
It is time for strict measures. There needs to be a plan that is consistent and enforced. What is presently in place is NOT
working. A city-wide campaign needs to be initiated to educate the public, residents and visitors, about NOT enabling
the current behaviors of so many of our homeless population. Tent camps in our canyons, behind stores, and in open
fields need to be taken down. (These are also areas that attract rodents, insects, and disease.) Where will these people
go? I wish I had an answer. Our parks and public bus terminals need to have signage alerting all of the expectations for
use. Empty lots need to be cleaned up. Underpasses need monitoring/fencing. Loitering on private property should not
be tolerated. Stores need to reinvent security measures for their shopping carts and secure their trash areas. Places of
business need to monitor and clean up the areas around their property, eliminating hiding spots and unlocked bins of
discarded materials. More police need to be hired to enforce the rules.
All I know is once our part time residents depart, and the desert heat returns, we will have more places for these people
to hang out, to congregate, and to "deface." There needs to be a concerted effort to make the homeless
epidemic situation in our valley the #1 priority of focus. Education, enforcement, and ongoing progress reports are
needed to combat this cancer that is threatening the beauty, safety, and financial future of Palm Springs.

Can you please add the following to the agenda?
We have observed and seen on several occasions dropping off of the mentally ill and homeless people in our city by
unmarked vans during the early hours (2:00 AM, etc) at shopping centers on the outskirts of town.
How can we stop this activity and isn't it illegal for other regions/cities to undertake such activity?
We appreciate you addressing these issues and would like to know how we can support your efforts to mitigate what we
presume is illegal activity in our city.

We live across the street from your parents Jim & Juanita on Ocotillo. We are lucky to have such nice
neighbors! We know they are very proud of you serving on our city council @.
I see on your council meeting agenda for tomorrow night (3/25) a renewal for our local homeless shelter's
"conditional use permit" (item 2A II). I also see that the director, Arlene Rosenthal, is asking for more
concessions from our city.
I was thinking, since it's the city that is granting the concession, and if the council agrees to renew, aren't we in
a stronger position to ask for concessions from her?
Specifically, if the council agrees to renew, can we ask Arlene and her team to collect demographic
information about her clients, such as where the clients are originally from and how they ultimately got to her
day shelter?
I see her staff are already collecting some daily counts (pp 12-23 in the staff report ). In addition to this
detailed record keeping, I think it should be easy for the staff to document a few more data elements.
Collecting some key demographic information would be valuable to our city. Frankly, we seem to be reacting
to a core community issue without understanding root causes.
For example, just the other week our police chief Bryan Reyes, as you know, made a public statement that
Riverside County was "dumping" people off in our city ... and our council was surprised by the information.
Why not ask Arlene to partner with our city and help us identify the key sources for her client
population? With all the work she does, she should be a subject matter on her clients' demographics.
It won't cost the city anything, and it's a small concession to ask Arlene in exchange for renewing the generous
concessions the city gives her. I'm just not seeing the critical data anywhere, which makes me wonder how
can our city develop a truly successful action plan?

I am the General Manager at the Courtyard by Marriott on Tahquitz Canyon Way,
would like to address the homelessness tents in the desert area across from my
hotel. It is the area adjacent to Hermosa Drive. Guests staying in the rooms facing
this area ( mountains) see tents, garbage, homeless people fighting. It is not a
pretty site-we want our guests to experience the beauty of Palm Springs, not
overlook homeless tent shelters.
I hope the city can address this issue.

In my opinion, most of the homeless have some sort of addiction or mental health issues. That being stated, I
strongly believe they need some sort of an institute to rehabilitate them back into society. An institute to help
them back on their feet again, train them to care and provide for themselves, eventually ! A mix of a hospital
and school, combined! Just an idea!

I would like to offer my words of deep support and gratitude to Arlene Rosenthal and Well in the Desert.
We have been a partner in their compassionate work for the hungry and unhoused of Palm Springs for the
past two years. The Well comes to our campus on Monday and Tuesday to serve a nutritious lunch,
graciously served. Many volunteers, including those from our congregation, participate in these feasts of
care.
Since the pandemic, we have continued to proudly work with the Well in their work. Safety protocols have
always been strictly followed, and Arlene has always been very attentive to any needed additional measures.
She has always understood the responsibilities and heart that partnership with us and our neighbors entails.
When, in the middle of the summer, our Fellowship Hall was able to be the County's Temporary Overnight
Cooling Center for Palm Springs, she and the Well went out of their way to coordinate efforts with the
Coachella Valley Rescue Mission (who was running the Overnight program) as well as help us deal with
uninvited trespassers on our property not part of either the Well nor the CVRM program.
I have learned a lot about homelessness form Arlene. I have been inspired by her love and unending
commitment to caring for these most vulnerable, complex and difficult brothers and sisters of our
community.

For the past years, the Homeless problems are now taking a toll on our business daily
operations.
The Homeless people are causing major health issue by regular urinating and defecating right in
front and at the rear of the building, leave a the area smelling like an out-p.ouse.

That area is always saturated with liter, to include drug use needless, make it even dangerous
for us to try to clean up.
In many cases, the homeless individuals confront our customers for money and sometimes even
threaten them when they refused to comply with the demands.

sometimes almost tum violent.
We encourage the city to find an immediate solution to this on-going problem.

Instead of concentrating on a downtown statue, there is a pressing and far more important issue with the burgeoning
homeless situation in Baristo neighborhood and the Well of the Desert Encilia location. City Council is meeting Thursday
at 530 to probably(?) rubber stamp an ongoing failed solution per attached. Please take deep consideration as to the
outcome and think about your constituents and the city's downtown image and tourism which we so much rely upon.
Though I'm not cold-hearted, let's set aside the virtuousness of the current situation and deep dive the real business and
sociological issues we entrusted when we elected you based on promised solutions. The City will thank you!
I live in this downtown neighborhood whose safety and security is at question and it's a controversial issue here.
Perhaps City Council members should spend a few days and evenings observing this area to get the full impact?

Dear David Ready and Members of the City Council:
I'm a resident and business owner in Palm Springs, my family has lived in the valley and
have been upstanding members of this community since the 1940's. In my years, I've
watched the city grow and change from a resort town into a burgeoning city.
I write to you today out of utter frustration and concern at the current approach to the
homeless and transient problem in Palm Springs. Month after month the amount of
people living on the street, the trash littered on our sidewalks, camps of homeless
people in our shopping centers, street corners, parks and our desert trails has grown out
of control. Crime and drug use are on the rise at an alarming rate.
As a result, we, the residents who pay taxes and want to keep our community safe and
clean, are no longer able walk down to our neighborhood shopping centers for dinner or
just to grab a cup of coffee for fear of being accosted or stepping on a needle. In our
neighborhood alone, Smoke Tree, we are unable to walk down to the market or
restaurants for fear of our own safety. The Bank Of America Building on the corner of
Smoke Tree Lane and Palm Canyon, at times, will have up to 20 sleeping outside of the
building and the situation during COVID has become untenable. The mounds of trash,
old clothing, shopping carts, etc has turned our beautiful little neighborhood into an
unrecognizable slum.
This is completely out of hand and against the values and morals we have as a
community. It is simply inhumane, unhealthy and dangerous to allow people to sleep
on the street unimpeded. It's not good for anybody, not the law-abiding members of
this community, the business owners, the visitors, nor the people who find themselves
living on the street in what amounts to being 3rd world conditions.
It goes without saying, many of these people have mental issues and drug and alcohol
addictions which all translate into them being unstable, erratic and potentially a danger
to themselves and others. By letting this continue, we as a community and the city are
at the very minimum complacent, liable and derelict of responsibilities. Make no

mistake, it is our lack of policies that allow this problem to continue and grow
unchecked.
I personally have witnessed drug deals in broad daylight, and 3 separate fist fights
between transients in one week alone. I can't even walk my dog anymore without fear
of being accosted or without having to sidestep trash or even human feces on the
street. Is this the direction we are going as a city??? Keeping in mind, Palm Springs is a
tourist town that depends on people wanting to visit. That won't continue much longer
if this problem is allowed to persist and grow unchecked.
This crisis needs to be immediately dealt with. We must immediately tackle this issue
head on and in a meaningful way. As we all know, we are quite literally, part of the
problem OR part of the solution. I hope for everyone's sake, it's the latter.
Below will demonstrate just a few images from this week and video of what has now
become a daily visual and more importantly a serious safety risk in our beautiful
neighborhood! These are just a few pictures of the horrible condition our shopping
center and the surrounding area is in. I did not attach the photos of the 15 or more
homeless camps surrounding the Bank of America building on a nightly basis, or the
close up of the needles on the sidewalk when I go for my walk. I did not attach the
images of feces or the emails and letters from our customers about the deplorable state
of our city. I am sure some of you have seen this for yourselves.
If we work together as a community we can find a solution but we can no longer kick
this can down the road.

And they need to follow the laws on the books for the criminal element that sees Palm Springs as a
playground. Resources and programs are important for those that will accept assistance and for
those that don't, they need to understand that they don't have cart Blanche with this town. They
need to be arrested for the crimes and prosecuted which they are absolutely not to this point. This
crime is considered "petty" it's anything but!

We have certainly had our share of issues at Melvyn's & Ingleside Inn
and have responded by dedicating additional resources to security and
planned improvements to exterior entries. I do want to point to a
success story. There is an organization in my community of Pacific
Palisades, California that has made a major impact and dramatically
reduced our homeless population. The privately funded Pacific Palisades
Task on Homelessness (HOME I pptfh) reduced the homeless
population by over 70% since 2016. The cliffs note version of their
strategy is:
1. Annually count the Homeless Population to set benchmarks &
track progress
2. Achieve legal authority to clean up camps and fund equipment
to help police (in our case one example was ATVs/ Gators to
access canyons).
3. Partnered with The People Concern (large downtown LA non-
profit) to privately fund 2 dedicated case workers to focus on
the neighborhood. The case workers develop relationships and
make sure people get the help the need (medication, etc).
4. Fund private vouchers once people are ready to commit to
sustainable housing
I know there are similar groups doing great work in Palm Springs and
that the issue is larger than just people falling on hard times. I just
wanted to pass along a success story. The PPTFH budget is only $225K
per year and accomplishes a lot!

situation downtown at 8:45pm. A group of individuals cooking
drugs on foil outside on the sidewalk and being aggressive with

was only for more dangerous life/death situations. I am sure it is
only a matter of time and unfortunately that is probably what it
will take for things to change.
I truly fear that our beautiful city is taking on a reputation as
being unsafe, dirty and overrun by this new group that is taking
over our streets. It seems to be the new main topic of
conversation in town and so sad given all we have to offer. I hope
we do not wait until it is too late to turn things around.

to the email and it appears this critical issue is on the council's radar.
I am very concerned that the long list of "efforts and programs" the city
has put into place to "address issues of homelessness in Palm Springs"
hasn't solved the problem -a problem that continues to threaten the
safety of our residents and tourists as well as cause ongoing economic
hardship to our local businesses and our tourism industry.
Putting on my solution-oriented hat, I have to ask a few key questions -
1. What immediate and/or drastic changes actually need to
happen in order to solve the problem?
2. Are there experts the city can hire who can create a solution
that will actually solve the problem?
3. Are there other cities we can turn to who have effectively solved
the problem that we can model after?
I welcome everyone's feedback with the goal of working together to
actually solve the problem.

Hi all,
Thanks for your emails. I assure you the city council and PSPD
1 is taking these issues very seriously. We set dedicated agenda
items at the last council meeting and the upcoming meeting
this Thursday about homelessness: all the programs the city is
doing, the housing programs the city is funding, what the
county is doing and not doing as the governmental agency
that has the responsibility to provide mental health,
homelessness, housing, and social services, and a report from
PSPD. The conditional use permit for the Well in the Desert
location is also on the agenda for this Thursday. I encourage
everyone to get involved there and we will also submit all of
your emails to the full city council to consider carefully.

I also encourage you to contact Supervisor Perez and
Riverside County about these issues. While as a city, we have
obtained $10M for housing and homelessness, funded a large
number of housing and employment programs, housed
hundreds of people through these programs, funded crisis
response behavioral health workers within PSPD, dedicated a
large amount of PSPD resources and time on this and much
more, the city cannot solve homelessness alone and we need
the County to continue to address this issue with us on a
larger scale than is happening now.
I've copied the text of the staff report for this Thursday's
meeting below so that you can be aware of what has been
done to date and you can give us your input.
"Although social services in general, and homelessness
specifically, are the province and jurisdiction of County
Government (Cal. Welf. & Inst. Code, Sec. 1700), the City
of Palm Springs has provided significant General Fund
resources to address increasing issues of homelessness
within the City. However, with the closure of Roy's in 2017
(the County's Homeless Shelter serving the western
Coachella Valley), and the more recent effects of COVID,
Palm Springs has experienced a significant
increase inhomelessness. Moreover, certain County
Programs, although intended to improve the situation, have
had an impact of seemingly increasing our local homeless
population. City and County Staff have met previously to
discuss these issues and will be part of the County's
presentation during this meeting.
Below is a summary of the City's efforts and programs to
address issues of homelessness in Palm Springs:
Contracting with the County to provide a dedicated
social service Crisis Team for Palm Springs that makes
contact with homeless individuals and refers them to
resources for housing (permanent and supportive), mental
health, and substance abuse. This includes temporary
housing, and motel vouchers.

• Wrap Around Services from Martha's Village and
Kitchen. This includes helping individuals to obtain
permanent housing and supportive housing; securing
health, disability, social security and other benefits; training
for computer skills, internet searches for employment,
completing on-line en:,ployment applications, and interview
techniques; and basic first aid training and assistance with
securing food handler's certificates.
• Cool/Warm Centers. In mid-June of 2019, the City
opened the Demuth Community Center as a temporary
overnight Cooling Center. Operations continued at the
Boxing Club, then moved to the Palm Springs High School
Gym to allow for proper social distancing, then moved to the
Methodist Church when high school classes were preparing
to resume. Palm Springs Boxing Club continues to be used
as a Homeless Access Center and is staffed by Coachella
Valley Association of Governments.
• Well in the Desert. Well in the Desert provides support
services and operates a cooling center to aid unsheltered
individuals. Shower and restroom facilities are available for
patrons, as well as beverages and snacks. The City
provides funding to the Well in the Desert to assist with
these services.
• Coachella Valley Association of Governments (CVAG)
CV200, with the goal of identifying those who most
frequently use first responder and hospital resources.
CVAG engages these individuals, who are on the streets
and in encampments, with coordinated and consistent
scheduled outreaches with public safety and homeless
service providers. Using the Homeless Access Center in
Palm Springs, CV AG provides necessary documentation
and referrals for housing, medical, mental health, substance
abuse, and employment services. CVAG also works to get
individuals permanent housing, programs, and family
reunifications. CVAG staff has been conducting regular
outreach with local law enforcement and local public health
workers to make connections with the CV200 individuals,
build trust and connections with them, and identify available
services for housing, medical, mental health, substance
abuse, employment, and -ultimately -permanent housing
solutions. Palm Springs provides the Boxing Club facility
and $100,000 annually to support these services.

• CV Housing First Programming. The CV Housing First
program uses two primary methods to get clients to housing
solutions: rapid resolution and crisis stabilization units.
. Rapid Resolution is an urgent, cost-saving solution that the
staff at the Homeless Access Center in Palm Springs
provides to help individuals overcome the barriers that keep
people from getting housing. This could include
options such as helping them secure their identifying
paperwork, which then can help them qualify for benefits. It
also includes sorting out the process for housing, medical,
mental health, substance abuse, employment, and
mainstream benefits. Palm Springs provides the Boxing
Club facility and $100,000 annually to support these
services.
• Palm Springs Rental Assistance. This program will
focus on low-income households whose income does not
exceed 80% of the Area Median Income in Riverside
1 County. Renters in the City of Palm Springs who meet the
eligibility requirements may receive one-time rental
assistance of $3,500 per household to cover two (2) to
three (3) months of rent.
• Food Distribution. The City funds twice-weekly mobile
pantry food distribution at the Palm Springs Convention
Center and James 0. Jessie Desert Highland Unity Center.
• Roy's Desert Resource Center -The City provided
annual support to Roy's to provide services to families and
single adults who were homeless in the Coachella Valley.
Staff screened participants and coordinated case
management services for clients. Clients were allowed to
remain in the program up to 120 days based on their
1 progress. Clients participated in case management
activities and received the tools necessary to secure
housing and successfully end their homelessness. The City
contributed $103,000 annually.
• Police and Community Service Officers. The City
provides several Police Officers and Community Service

Officers dedicated to homeless response. The cost for
dedicating these positions was $523,000 in 2016 and 2017,
$708,000 in 2018, and $533,000 in 2019, for a total of
$2,287,000.
• Bus Pass and Transportation Voucher Programs. The
City supported various programs providing transportation
resource. These included: Alan Seman Homeless Bus Pass
Program -$9,000; Shelter from the Storm Transportation
Voucher Program -$10,000; and Well in the Desert-Project
Re-unite -$6,000.
• Transient Property Storage and Camp Cleanup. The
City provided services to assist with property storage and
encampment cleaning in the amount of $318,000.
Outcomes of these efforts are illustrated in the following:
• 413 individuals provided with permanent housing
• 1,281 individuals provided with temporary
housing or shelter
• 137 individuals received behavioral health or
substance abuse treatments
• 143 individuals became employed
• 1,563 individuals provided with mainstream
benefits
• 368 individuals provided with overnight
cool/warm shelter
Also, as was presented by CVAG Staff, the CV200 Program
which focuses on providing assistance to those individuals
in the Coachella Valley considered to be chronically
homeless, has had tremendous success since the
beginning of the Calendar year. lnjust 40 days, the CV200
program successfully assisted 20 individuals from the list of
200 chronically homeless persons with exiting
homelessness. The CV Housing First Program has had an
overall success rate of 65% when helping individuals exit
homelessness, when compared to a 5% success rate at
Roy's. CVAG attributes this to the Housing First philosophy
which focuses on first stabilizing someone's housing
situation enabling them to address the issues that lead to
, becoming homeless in the first place, like maintaining
employment and dealing with addiction or mental health
issues.

Finally, the City also received $10 million in June 2020 to
address homelessness from the State's Housing
Homelessness and Assistance Program, (HHAP). The
following is a timeline of expenditure of these funds:
• August 2020 -City Council approved a funding
commitment of $3 million to County of Riverside for the Ivy
Palm Hotel Project to create 75 new permanent supportive
housing units.
• December 2020 -County of Riverside notified City they
were not successful in purchasing Ivy Palm Hotel.
• January 2021 -City Council subsequently approved
funding commitments totaling $4 million for affordable
housing projects, including $1.4 million to Agave on Palm
Canyon for 71 affordable housing units, of which 25 units
will be dedicated to housing those experiencing
homelessness; and $2.4 million for Vista Sunrise II to
create 61 new affordable housing units which include 29
units dedicated to those experiencing homelessness.
• January 2021 -Gene Autry Site RFP issued to affordable
and homeless housing developers. HHAP funds may be
utilized to assist with creation of homeless services and
housing. Proposals are anticipated this month.
Staff is continuing efforts to expend the balance of these
funds to create additional permanent supportive housing
through collaborative efforts.
Additional information will be provided on these programs
during the City Council presentation."

I saw multiple "camps" being broken up by police today in Palm Springs.
One thankfully very near a home I own on south riverside drive. The
situation under the bridge has been really scary.
I sincerely hope this is only the beginning of your plan to clean up our
beautiful city.
We over over the continued decay of this town and it's a matter of time
1 before people stop coming here. People are routinely shooting and
smoking dope not to mention FUC&@I NG outside the entrance of our
office entrance.
An entire community rallied to save these beautiful buildings only to
have them literally shit on !
Some of you ran specifically on this issue and it's only gotten worse.

Hi Richard,
We've been receiving increasingly violent reports from
our visitors and our volunteers being attacked at the
Vivian Suter exhibition, located on S. Palm Canyon and
Baristo by the Bevmo. I've had to pull my docents from
this site because it is not safe for them to be on the
street on a busy weekend and in daylight(!). We've
been in communication with PSPD about these attacks
and been informing Lisa Middleton and City Council. I
will be sharing these reports at City Council meeting on
Thursday as they will be discussing their homelessness
plans.
I wonder if you will be speaking as well and if there is a
strategy for business owners, residents and
organizations to push council to approve real measures
to solve this problem.
FYI: Below are photos of an individual (the man in the
white t-shirt) who attacked two Desert X visitors
yesterday, he was accompanied by two women, also in
the picture. They are dressed as tourist and attacking
our visitors.
We've also had problems with violent crazy homeless
woman trying to hit people with a wooden board and
nails, and people shooting up on the sidewalk in full day
light.

As local residents,
business owners and Palm Springs
investors, the petty crime and
homeless issues are becoming huge

safety concerns. We own Sparrows
Lodge, Holiday House and investors in
Les Cactus, Ingleside Inn and are
opening a new restaurant in a few
weeks, Bar Cecil. We are supporters of
Desert X, The PS Architectural
Museum, Eisenhauer Health,
Sanctuary and many other local
charities. We LOVE Palm
Springs! However, the
problems seem to be getting worse and
camps of vagrants are all over town.
There is a drug / bike gang working out
of the back of Bit O' Country and we
are all well aware of other "trouble
spots" in town including Ramon /
Indian and Bev Mo.
The human feces, needles and trash
are not only disgusting but also health
hazards. We see it daily working on our
new project in the Stein Mart center
and often feel threatened by vagrants
on bikes or foot. The vandalism of cars
and property is also increasing.
Our hotelguests repeatedly
have vacations ruined when their
cars are broken in to and many
neighbors have had their homes
vandalized. If Palm Springs becomes
known as dirty and / or unsafe, our
visitor business will evaporate and
locals will move away, we have all
seen that happen to a City.
PLEASE do not cut services to fire or
police. We need more patrol cars, not
fewer.

Have lived and worked in Palm Springs for over 10 years now. Some things stay the same, somethings get better and some just
never seem to get any better. No matter how much money and time is put into the homeless situation. It seems to be the proverbial
"one step forward, two steps back". As a resident and worker in Palm Springs not a day goes by where I'm not having to deal with a
homeless individual either camping on a property or going through the trash and leaving behind debris. This not only costs the city
time and money it's costing homeowners and business. Many of us home owners and business are already doing what we can to
support the Well ofThe Desert. We need the city to continue to support them and if at all possible add additional support to

Dear Mayor and Council-
I don't know what it's going to take for you to realize that the homeless and corresponding crime is
permanently damaging our neighborhoods and downtown.
Since December I've mostly left my comments to the decline of quality of life in my neighborhood (Twin
Palms) due to the temporary housing of homeless at leisure hotels within a block or two. As
Councilmember Middleton knows, I've witnessed everything from injected drug use to burglary (2/23, no
follow up from PSPD). This population is changing the character of neighborhoods and leading to a very
diminished quality of life.
I've also encouraged friends and neighbors to speak out as well, and I know you've heard from Brady
Sandahl, Todd Monaghan, David Murphy among others about our common issues and encounters with this
population and our desire to see it addressed immediately.
Now to be copied on a letter from Desert X about this weekend's incident at their site exhibition and what
some consider a "bus stop" at Baristo and Palm Canyon is truly maddening.
What are your priorities? The Sunline bus must come 2 or 3 times an hour to Baristo and S Palm
Canyon. There's no reason that anyone should be there for days on end, let alone sleeping, injecting drugs,
or causing mayhem. Where are you and the PSPD on this? Do we need to move Well in the Desert away
from downtown?
There are future days to debate support Desert X, "hero" pay, and Forever Marilyn.
Please turn all of your attention to cleaning up our streets and making Palm Springs (neighborhoods and
downtown)the city we moved here to enjoy, not battle.
